tcpxx is available via anonymous ftp at the cactuscode pserver's CVS repository. Just type the following in your terminal:
cvs -d :pserver:cvs_anon@cvs.cactuscode.org:/packages login
the password is anon
cvs -d :pserver:cvs_anon@cvs.cactuscode.org:/packages checkout TCPXX
